The short answer
A quarter to a third of first-timers don’t pass. Counts that include retakes look lower, because each retake adds another result. No source gives a first-time rate for every candidate nationally.

NBCC runs exam sessions for students in participating university programs and sends each program the national pass rate for every session, about six months later. Southern New Hampshire University publishes those figures in its program outcomes reports, next to its own. They cover these sessions only, not every candidate.
| Session | NCMHCE | NCE |
|---|---|---|
| Fall 2023 | 67% | 91% |
| Spring 2024 | 77% | 92% |
| Fall 2024 | 74% | 84% |
| Spring 2025 | 68% | 87% |
The reports describe these figures as first-time test takers and don't give the number of candidates behind the national rates. The NCE column is there because the same sessions give the only like-for-like comparison of the two exams.
How hard is the NCMHCE? Most misses were 3 points or fewer
Pass rates say how many people pass. First-hand accounts say why it is hard, and how close people come. From accounts posted by people who took the current format:
- Misses are narrow. Of 30 people who failed and gave their margin, the middle miss was 3 points, and 20 of the 30 missed by 3 points or fewer.
- Passes are not. People who passed and gave both numbers scored a median of 10 points over their cut.
- Many pass after a failure. 28 accounts described failing and then passing: 14 on the second attempt, 7 on the third; the rest didn’t say which. Another 33 described a failure without a later result.
- The difficulty is the format, not obscure content. The reasons people gave were the reading load, two answers that both looked right, and the clock. More said the real exam felt easier than their practice than said it felt harder.
So the exam is passable, and the gap between passing and failing is a handful of questions. The passing score page shows the cut scores people reported, and how people passed has what they did.
What this means for you
- There’s no curve or quota. You pass by reaching the standard, whatever others score.
- Practice the format, not just the content: full cases, on the clock.
- Review why you missed, not only which ones, so you see the pattern.

Florida board counts, 2017–2024: 51.4% pass, retakes included
Florida's Board of Clinical Social Work, Marriage & Family Therapy and Mental Health Counseling publishes NCMHCE pass and fail counts by university every year. It is the largest public NCMHCE dataset we found. In seven of the eight years, the share of passing results was between 46% and 56%.

| Year | Pass share | Passed | Failed | Total |
|---|---|---|---|---|
| 2017 | 55.3%* | 873 | 707 | 1,580 |
| 2018 | 55.2% | 942 | 765 | 1,707 |
| 2019 | 55.6% | 963 | 768 | 1,731 |
| 2020 | 51.6% | 925 | 866 | 1,791 |
| 2021 | 50.0% | 1,345 | 1,344 | 2,689 |
| 2022 | 46.5% | 1,226 | 1,410 | 2,636 |
| 2023 | 44.0% | 648 | 826 | 1,474 |
| 2024 | 54.4% | 1,227 | 1,029 | 2,256† |
| All years | 51.4% | 8,149 | 7,715 | 15,864 |
Percentages are our arithmetic from the board's counts; the board does not print them.
Notes on the 2017 (*) and 2024 (†) counts
* The 2017 report has no total row, so its figures are the sum of all 177 university rows. Its columns run Total, Failed, Pass, and blank cells count as zero. The 2017 PDF is also footer-dated April 7, 2015, a mismatch in the board's own document. † The 2024 report states a total of 2,255, but its pass and fail counts add to 2,256. The total shown is that sum, and the percentage uses it.
2023 is the lowest year at 44.0%, and it also has far fewer results (1,474) than the years on either side. NBCC introduced the current case-study format in 2022. The data cannot show whether the format, the smaller count or something else explains the dip.
Virginia board counts, 2014–2020: 66.0% pass, retakes included
Virginia's Board of Counseling publishes a multi-year pass and fail report by university and says the data comes from NBCC. Its pass shares are consistently higher than Florida's, between 63% and 68%.

| Year | Pass share | Passed | Failed | Total |
|---|---|---|---|---|
| 2014 | 65.5% | 222 | 117 | 339 |
| 2016 | 67.0% | 312 | 154 | 466 |
| 2018 | 68.0% | 504 | 237 | 741 |
| 2019 | 67.5% | 555 | 267 | 822 |
| 2020 | 63.4% | 685 | 396 | 1,081 |
| All years | 66.0% | 2,278 | 1,171 | 3,449 |
The report has university rows for 2021 but no statewide total, and at least one 2021 row does not add up, so we did not estimate a 2021 figure. No rows were published for 2015 or 2017.
Why the numbers disagree
You’ll see figures from 44% to 100%. They measure different things:
| Figure | The catch |
|---|---|
| State board counts | Include retakes, which pull the share down |
| Each state | A different group of candidates |
| University figures | Tiny or unknown numbers: Capella’s 75% is 3 of 4 people |
| Prep and info sites | No source given; they contradict each other |
Other published NCMHCE pass figures, and what each is based on
| Publisher | Figure | What it is based on |

| Jacksonville University | 95% | Program report, N=20, AY 2024–25. Attempt number not stated. |
| Capella University | 75% | 3 of 4 self-identified alumni, spring 2023. |
| Bethany Lutheran College | 100% | 2 of 2 survey respondents who took the exam. |
| Utah Valley University | 100% first attempt | Graduate self-report, AY 2024–25 and 2025–26. Number of test-takers not stated. |
| Bridgewater State University | 100% | 2025, NBCC named as source. Number of test-takers not stated. |

| University of San Diego | 96% | 2020 program page. No numerator or denominator. |
| Prep and information sites | ~60% and ~67% first time | No source table, numerator or denominator. The two claims conflict. |
NCMHCE pass rate FAQ
What is the NCMHCE pass rate?
It depends on who is counted. First attempts in NBCC's university exam sessions passed 67% to 77% of the time from fall 2023 to spring 2025, according to the national figures NBCC gives universities. Counting every attempt, retakes included, Florida's licensing board counts show 8,149 passes out of 15,864 results from 2017 to 2024, or 51.4%, and Virginia's board counts for five reported years between 2014 and 2020 work out to 66.0%.
What is the NCMHCE first-time pass rate?
In NBCC's university exam sessions, the national first-time pass rate was 67% in fall 2023, 77% in spring 2024, 74% in fall 2024 and 68% in spring 2025, as published by Southern New Hampshire University. No public source gives a first-time rate for every candidate nationally.
Is the NCMHCE graded on a curve?
No. NBCC's handbook says passing depends on your own performance, not on other candidates. The passing score is set by subject matter experts and adjusted slightly between exam forms by statistical equating.
Is the NCMHCE harder than the NCE?
Yes, by the one like-for-like measure that is public. In NBCC's university exam sessions from fall 2023 to spring 2025, first attempts passed the NCE 84% to 92% of the time and the NCMHCE 67% to 77%, according to the national figures Southern New Hampshire University publishes.
Why is Florida's pass rate lower than Virginia's?
The reports do not explain it. They cover different candidate groups, different years and different university mixes, and neither separates first-time from repeat attempts, so the gap cannot be attributed to any one cause.
How hard is the NCMHCE?
About a quarter to a third of first-time takers in NBCC's university sessions don't pass. In first-hand accounts, people who failed usually missed by 3 points or fewer, many who failed went on to pass, and what they found hard was the reading load, two plausible answers and the clock rather than obscure content.

Combined NCE and NCMHCE figures (Thomas University, Touro University, Lynn University) are excluded because the NCMHCE share cannot be separated. If you know of a public NCMHCE figure we missed, we will add it.
